Technically it's legal if you own a copy of the full game.
It's the same reason Hmods didn't ban the guy who used ocarina of time models in his zelda mod. He linked offsite and said that people were required to own the game cartridge to download the mod.

Two things:

1. Ripping things from Halo CE technically ARE legal if you DON'T release them to the public. You can only release it if you have permission from the person who made the tags. Pirating stuff from HAlo Full or Halo Full itself is illegal full stop even if you keep it to yourself. Typically it's not as bad to rip stuff from Halo CE than it is to rip from Halo itself. But, I didn't pirate my copy of Halo Full and instead bought it.

2. I'm not "preaching" towards legality. I was merely stating the fact that ripping the flood from Halo Full to Demo is illegal.

They'd probably have to be custom made flood, though.
@ Beast, you can try putting the flood into the SC to see what happens.
