There is already a mod that let's you play as an Elite, and I think there's a Grunt one too.... I could make one though.

Im really getting in to modding and finally i've made my first mod, i dont wanna post it yet couse its not that cool, anyway can someone tell me where and how I can post this mod when it's finnished?

You'll need to put it up on a hosting service before you can let anyone download it. There's a number if places such as Filefront and Mediafore that will let you do so, even without an account.

I just need help with one more thing then my mods finished how do i make the plasma pistol shoot grunts or elites?

Making the Plasma Pistol shoot Characters:
Tool(s)/Application(s) Used: Eschaton 0.5.1 (0.4.1 can also be used).
Map Used: N/A, any map can be used as long as at least one biped is present.
Notices: N/A

Steps:

• 1. Open the target map in Eschaton (whichever version you prefer).
  
  2. Go to the "Weap" tag class. Drop down the list of selections. Choose the Plasma Pistol.
  
  3. Move to the Dependency Swapper. It should already have the data for the Plasma Pistol loaded. Scroll down to the first "Proj" Tag. Select the projectile.
  
  4. Change the tag class to "Bipd". The drop-down list should now change to include all the characters in the map. Choose the Character that you want to spawn using the Plasma Pistol.
  
  5. You may now quit Eschaton.

That's it!
