He's from Samurai Champloo, a show on Adult Swim.

oh yeah its great, it only shows on saturdays no on Adult Swim... but it used to show every night... definitely worth seeing... the music is wicked awsome and the action is very stylzed and impressive...
its from the maker of Cowboy Bebop
(btw a champloo is am mix of 2 things unrelated - i.e. samurai and hip hop...)
definitely a different sort of anime
