1. Open the scnr tag in Eschaton.
2. Click on the Meta Editor tab and use Sparky's Plugins.
3. For every "vehicle" entry, check the bitmask values that say "enabled" and "default".

You can only have a limited number of vehicles supported by the game globals (matg) tag.

Read the HEK tutorial!!! Everything you want to know about this game engine is in that tutorial. For what you are trying to accomplish, details are found by clicking on the "Population" link at the bottom left and scrolling down to the "Vehicle Object Placement" section. Here is an excerpt:
The maximum number of vehicles that can be placed is 8 for each type for each game mode. Any numbers of vehicles for the vehicle type above this for a given game type will never spawn. The number of default vehicles for each type and for each game mode can be up to the maximum number of 8. The default number of vehicles of any given type for a particular game mode should be equal for each side.
You can swap scenery with vehicles, but I would suggest placing bipeds (bipd tag) in the scenario and then swapping those with vehicles -- since they are both based upon the unit tag type, there should be fewer problems. You enable vehicles with 1.2.3. mentioned above, and you add bipeds by using the HEK (for now) or Zeus (in a while). If you're looking for massive numbers of the same kind of vehicle, simply change every existing vehi reference in the scnr tag to the same vehicle. Messing with the matg tag might also be necessary, but will cause the game to crash if I remember correctly.
