Secure Empty Trash?

Yes i google it and some topic make me sooo confused.
Some people say: you can store without stealing / deleting files any people who access on your computer
and other say that can be deleted without recovering the fiels.

So i was wondering what is Secure empty trash? (Apple => Empty trash)

For me i said, i can't recover the files?

Emptying the Trash in the regular manner clears room on your Mac for other files. But the data hasn’t actually been removed from your computer — the space occupied by these files is simply available to be overwritten by new information.
