In any case, your question has been answered several times over. The answer is this:
You may gain access to the ModDev board if you make a mod that meets the requirements stated in the ModDev sticky in the Halo Demo section.
Good luck. I'm far too lazy to bother, and I've heard from numerous sources that it isn't entirely worth it.

To access the dev board you must be registered on the forum and have produced some type of mod.

Post here to be added to the board.

When you submit your mod, include the following (long list of requirements)

And answer your own question that says:

May I gain access to the "Mod Development" forum, or is it for team members only?

That closed group part is just so people can't add themselves to the group but still be able to view the group.
