I vote for the every 3 months or so, that way its quad-annually and it gives everyone good chance to win

Maybe not the first number, but if you have a record of the number of mods, and the difference between the first mod release date and now, then divide them to get the second number.

Mods i would say, the better, the slower the production. And if we hold it in a certain time frame, where people might not be able to compete with, it would make it so that they have to struggle to release mods faster, yet still keep the same quality as a good one.
