How do you define "unique" does that means tags with different names, or tags that are actually different? Does this count permutations as well?

In Eschaton, you see tag names with their paths. So for example:

coll:
cinematics\effects\lights\shaft open lens\shaft open lens

Each of these is unique, or at least their paths are unique. So there can be two "plasma rifle" tags, but their type (.vehi or .weap, for example) would be different, or at least their paths would be different (covi\plasma\plasma rifle, for example). In Halo's map files, tags have unique names, so that there is no single tag with different data. So the "plasma rifle" tag in bloodgulch.map is the same as the "plasma rifle" tag in a10.map. Hence why there are "MP" prefixes and suffixes, to allow for variety in multiplayer games. Effectively, this allows me to create an encylopedia / dictionary or other reference of all the tags used in Halo... which is what I'm doing.

So to answer your question, yes. Because both are the same. Tags with different names are different from each other. Tags with the same name are identical.

As a further example, I'm including both the
vehicles\banshee\banshee
and the
vehicles\banshee\banshee_mp
tags. They are theoretically the same vehicle, but they count as different tags.
