If I remember correctly from school...
You had to select whole userbar, then copy that as another layer. Then (I think it was in edit or something) you select "Outline layer" and select a black or a while for the color, then it will add a thin line around the whole thing.

I use a user bar maker.
It still requires some skill tho.
