You can customize your mac pretty good too. Think about it, straight off the bat when you get your mac/pc.. your customization is pretty much limited to a couple built in themes, and your chosen wallpaper.
Mac and windows both have pretty much the same functionality here, you can edit some basic colors of your UI some transparencies, and that's about it. It's the third party applications that really allow for customization to occur with ease. Mac has geektool for desktop overlays, shapeshifter, and a few other apps that allow for "some" theming. Usually those apps aren't all that impressive though, at least not to me. Windows however, has all sorts of powerful applications. (Larger user base, more developers for this platform, more powerful applications in some instances.) Stardock creates an entire customization suite of apps, like windowblinds, that makes theming incredibly simple. One you have your theme set up, you can edit your login screen and bootscreens. (You can do this on a mac too, but it's a little tricky for the average user.) Then, instead of geektool, the primary application for desktop overlays is called rainmeter. Which so far has proven to be more stable, and more powerful that geektool in my experience. But, take away these third party apps, and you're stuck with pretty much the same basic functionality between the two OS's.
