simple mod request, no vhelicles = no vehlicle nubs; right?
can someone just make a mod where there arent any vehlicles
and needlers replace the banshees and the plasma rifle

No, a lack of vehicles does not mean a lack of newbies. (nub = n00b/noob = newb = newbie*)
I am in no sense of the word a noob, but I use Banshees because, though they are easily hit from anywhere on the map if their full potential is being used, their firepower and quick maneuverability makes them more than attack vehicles, they're good for escape as well. If someone were to have high jump and dual-wield plasma rifles with slightly increased accuracy and no overheating and a plasma cannon with single-shot overheating, would you call them a noob? I don't think so.
Time is of the essence. Warthogs and Ghosts are small, fast transports, each with their own weapon. Their speed and size allow for easy cover and quick maneuvering compared to a foot soldier, but also make them a noticeable target for snipers and other players in general.
Scorpions. Slow, big, and only usable in open areas, these tanks have the greatest firepower in each shot from the main cannon, and a short-range, inaccurate machine gun for anyone foolish enough to come close. Excellent targets for rockets.
That's only a brief overview of each vehicle. I could go into far more detail if you want. Point is, noobs aren't the only ones who use vehicles, and if you know how, no vehicle is any threat to you.
I'll make your life simple and tell you which weapon is, in my opinion, best to use in a specific situation.
Banshee(s): Take an LRV (mp_warthog) and use the LAAG against the flying things. The term "Light Anti-Air Gun" is used for the simple reason that flying things are easily taken down when compared to ground(-based) vehicles. Stay out of open areas and corners where you might get stuck.
Warthog(s): Rockets at close range, plasma and frag grenades if you can predict where they'll be. Other weapons, though slightly less effective, deal decent damage if you don't hit the gun or tires. Move one way and then jump the other to avoid being run over.
Ghost(s): Fragmentation grenades and rockets (and tanks) work well for flipping these little things. If you can hit them, you can be sure the driver will be hurt. Crouching usually protects you from being crushed.
Scorpion(s): Attack in widely-spread groups with whatever you can get. As long as no two attackers can be damaged by one attack, and there are more than two people attacking, the odds of killing the tank driver are quite high. Surprise attacks are far more effective.
I've said this before and I'll say it again as many times as it takes: Stop complaining and learn how to fight in more than one scenario.

It can go from there or straight from the easier typing to being shortened further for use in games where standing still is suicidal [or just for lazy people] (noob > nub).

with out vehlicles there wont be VEHILICLE NUBS

Sorry, but not only is that a stupid name for a mod this simple, but the Ultimate Noob Mod o' Doom (I replaced "Anti-Noob" with "Noob" because "Anti-Noob" is incorrect for the mod) has already been made, and it took more than five minutes to make.
Including things like "Ultimate" and "Awesome" and "Super" is REALLY stupid if your mod isn't actually an ultimate or the awesome or some form of super.
Be creative!
