From what i have read in the comments its a FP model thing.
Would it be possible for someone to craft a weapon with a moving reticule like they did in reach?

Seen it before.
how it's done is the moving parts of the crosshair are actually textured planes on the model, and are animated to spread out when the rifle fires.

Still, you gotta admit that's some creative thinking, especially for the likes of the CE community which does most of its creative thinking in the map-creation department instead.
Now they just need to use some actual gunshot sounds, rather than SFX that sound like bongo drums when you shoot a machine gun. Battlefield 3 has gunshot sounds that are probably sampled -- I can tell because they're so freaking loud and obnoxious.

That's because they are sampled. Ever since Medal of Honor: Airborne (the last good Medal of Honor IMO), EA has gotten their weaponry sound effects by doing live samples of the weapons firing and being operated in real life. It's a little bit more difficult to sample futuristic weapons. Besides, all the Halo sounds are familiar to me at this point and changing the gun shot sounds would be all like "Woah what weapon is that?"
