How to make a screen effect for a weapons hud
I'm trying to make a sorta-night-vision thing for the AR in one of my campaign mods and have heard it can only be done in CE. I came across someone elses mod where they made a "screen effect" when you used the night vision key in-scope. Its for the M249 SAW weapon in this mod:

That is a weapon made with Halo Custom Edition.
You can use my plugins to add nightvision to your weapon; but it should use the sniper scope as a template, then you can modify it from there.

what about adding night vision to a batte rifle?
edit: (lol checked out that night vision on the saw is like a night vision goggle mode i mean like its not part of the whpi of the saw)\
with that in mind i just want the sniper rifle night vision on the battle rifle.
i tried swaping the sniper whpi witht he battrifle which got my night vision but when i rebitmaped the sniper scope to a br scope some the sniper scope does not leave. (i don't know how to explain it but 3 items remain)

EDIT: Okay, uh, it is simple!
It is true that you cannot add a screen effect to an existing wphi with our current tools, but you can duplicate an existing tag that has it already!
The wphi that have a screen effect are the pistol's, rocket launcher's, sniper's and, for some reason, the rocket warthog rocket launcher's. (i suppose a copy of the original RL wphi was used to make it)
Here is a lil' tut on how to enable the night vision on the pistol:
• Goto wphi: weapons\pistol\pistol
· In the meta editor (using Sparky's plugins) goto Reflexives > Screen Effect > Screen Effect > Bitmask16s and make sure that all of the flags are checked but one: ‘Masked’ under Night-vision.flags must be unchecked.
· In Reflexives > Screen Effect > Screen Effect > ColorRGBs > Desaturation.tint you can choose the color of the night vision effect.
· Set both Reflexives > Screen Effect > Screen Effect > Floats > Night-vision.Intensity and Desaturation.Intensity values to 1. (or less if you want the night vision to be less intense)
• Goto weap: weapons\pistol\pistol
· In Bitmasks32s > Weapons.flags > check the Enables integrated night vision flag.
And voilà! Now duplicate this wphi and put your own crosshairs and shit and you're done!

I found it difficult to make nightvision from scratch in Halo CE, so if Taxi's tutorial doesn't work for you, don't feel bad. 
Also, check the other topic where I answered a similar question.
Lastly, I must say that the M249 SAW weapon was the only one that gave me significant problems while making the INCY. I have nothing nice to say about it.

Thanks for letting me know. It took me a while to make that post, so it's not verbalized when I simply mean "change this" or "duplicate this".
