I think he wants to Edit and Change the spawn points of vehicles and weapons. (This being one of the requirements to get into the dev board so it's no surprise that someone asked about this...)

I will be using my searching tutorial for the 2nd time:

Step 1: Open the bloodgulch.map file using a program called Hexedit.

Step 2: Look.

Step 3. You're done

well, i already have my own spawn map, thats good.
